Recycling fees for packaging 2017

Producer organisations of packaging have determined their recovery fees, specific for the various packaging materials, for the year 2017. You can see them in the table below. The fees of Finnish Packaging Recycling RINKI Ltd will be decided in October, and we will send a separate bulletin detailing them at a later date.

The recycling fees for plastic packaging are decreasing, while the fees for industrial fibre and glass packaging remain at their present level. The fees for all other materials are increasing. 

The level of the recycling fees is affected by the increasing scope of the producer responsibility as from the beginning of 2016. Producers are now responsible for organising the collection and recycling of packages that end up with consumers; this used to be the responsibility of municipalities. The number of collection points required in the Packaging Decree was reached in July. The take-back network and the recycling process are continuously developed in a cost-effective and eco-friendly manner.

Another factor affecting the recycling costs is the tighter overall recycling targets for packaging and the different targets for deposit and non-deposit packaging as determined by the Finnish legislation. The Waste Act also stipulates that, in order to secure their operations, producer organisations must have sufficient financial resources to be able to bear the obligations for at least six months. The producer organisations operate on a non-profit basis.

The 2017 invoices for firms are based on the quantities of packaging in 2016 and the 2017 recovery fees listed below.

Packaging for consumers comprises product packaging designed to end up with consumers or households, such as retail sales packaging.
Packaging for firms mean product packaging intended for use only in trade in industry or between enterprises as unit and transport packaging, and in transportation between industry and the retail trade. Packaging used for showcasing products in stores also comprises corporate packaging.
