Service and grower packaging

Producer responsibility for service packaging and farmer packaging was transferred at the beginning of 2024 from the company packaging products into the packaging to the manufacturer or importer of the empty packaging.

  • Companies using service packaging and farmer packaging no longer need to report these packages unless they themselves act as the importer (or manufacturer) of the packaging.
  • Finnish manufacturers of service packaging and farmer packaging, as well as companies importing such packaging into Finland, must report these packages and pay producer responsibility fees for them.

Please note: The EU Packaging and Packaging Waste Regulation (PPWR) will start to apply on 12 August 2026, bringing changes to definitions and terminology related to producer responsibility. The term “farmer packaging” will be replaced by “primary production packaging”. Under the PPWR, service packaging and primary production packaging only include packaging that has been specifically designed and intended for these purposes. The party responsible under producer responsibility is the manufacturer of these packages in Finland or the importer into Finland. However, for packaging manufactured under a company’s own name or trademark, producer responsibility rests with the party commissioning the packaging (with an exception for micro-enterprises under certain conditions).
