What is SUP?

The EU SUP Directive (Single Use Plastic) imposes obligations on producers of certain single-use plastic products. SUP packaging includes certain plastic-containing single-use food and beverage packaging, drink cups, and plastic bags provided to consumers at the point of sale. In Åland, data collection and SUP fees will start in 2026.

The directive requires producers to compensate municipalities for the cost of cleaning public areas affected by SUP waste. These costs are covered by SUP fees paid by producers. In addition, recycling fees are also charged.

The directive entered into force in 2023. Reporting for 2026 takes place in January 2027, and invoicing will occur during 2027.

The directive aims to reduce environmental impacts and prevent littering in seas and nature.

What counts as SUP packaging?

SUP packaging includes:

  • Single-use food packaging containing plastic
  • Certain beverage packaging and drink cups (including lids)
  • Plastic carrier bags and produce bags offered to consumers

Am I a SUP producer?

If your company has producer responsibility for packaging in Åland and uses SUP packaging, you are a SUP producer. You are responsible for reporting and fees.

What are SUP fees based on?

SUP fees cover the compensation amount defined by authorities for municipal cleaning.

Suomen Pakkaustuottajat Oy publishes the fees in 2027 based on:

  • Reported 2026 volumes
  • Authority compensation amount

When are SUP packages reported?

2026 data will be reported in January 2027 together with other packaging data.

Reporting takes place in Rinki’s Extranet via:

  • A separate SUP form
  • The standard packaging reporting form

Deadline: 31 January 2027

How is reporting done?

Reporting is done by material group:

  1. Rigid food packaging (e.g. takeaway containers)
  2. Flexible food packaging (e.g. candy and bakery bags up to 3L)
  3. Beverage packaging (e.g. plastic bottles without deposit up to 3L)
  4. Drink cups (including lids)
  5. Lightweight plastic carrier bags (under 50 microns)

When are fees invoiced?

Rinki invoices on behalf of Suomen Pakkaustuottajat Oy after fees are confirmed.

2026 fees are invoiced during 2027.

  • Reported packaging volumes
